Russian President Vladimir Putin accused Ukraine of attempting to strike the Kursk nuclear power plant during a meeting with governors of regions bordering Ukraine. In response, Ukrainian President Volodymyr Zelenskyy visited the border area, where his forces had launched a surprise offensive into Russia’s Kursk region earlier in the month. Zelenskyy spoke to military officials in Sumy, stating that new prisoners of war from Kursk would be used to build an “exchange fund” for captured Ukrainians. Zelenskyy did not name the newly captured village and avoided crossing over into Russia to prevent provoking Moscow. He emphasized that Ukraine does not plan to occupy the area long-term but wants to create a buffer zone to prevent further attacks.

Zelenskyy highlighted that the Kursk incursion, which began on August 6, has reduced Russian shelling and civilian casualties in the Sumy region. Ukrainian forces have taken control of more Russian territory than Russia has managed in Ukraine all year. Additionally, a Ukrainian drone strike targeted the Marinovka Air Base in Volgograd, which was confirmed by regional governor Andrei Bocharov. No casualties were reported from the drone strike. Meanwhile, back in Moscow, President Putin informed governors of regions bordering Ukraine that the International Atomic Energy Agency had been informed of Ukraine’s alleged attempt to strike the Kursk nuclear power plant. Russian authorities have been working to resettle over 133,000 people affected by the fighting, with some choosing to stay in the region.

The US government announced that it would provide approximately $125 million in new military aid to Ukraine amidst the ongoing conflict. This aid package includes air defence missiles, munitions for High Mobility Artillery Rocket Systems (HIMARS), Javelins, and other anti-armour missiles, as well as counter-drone and counter-electronic warfare systems. The Biden administration’s decision to send additional military aid to Ukraine comes as part of ongoing efforts to support the country amid the conflict with Russia. The US continues to monitor the situation in the region, working to understand the strategic goals of the Kursk incursion and its impact on the battlefield after more than two years of warfare.
