Al-Organi described Hala as a tourism company providing V.I.P. services to Palestinian travelers crossing through Rafah in Gaza. Services offered by Hala reportedly included coordinating exits for Gazans, charging adults $2,500 and children nothing, as claimed by al-Organi, though allegations from war-torn Gaza residents questioned the lack of V.I.P. services provided. In 2022, President el-Sisi appointed al-Organi to the Sinai Development Authority and announced plans for the construction of a city in Sinai named after the president. Al-Organi denied any special relationship with el-Sisi, stating that others also supported the president and his initiatives.
