A witness video captured a group of NYPD officers swarming Christian Geovanny Inga-Landi, a 25-year-old Ecuadorian illegal immigrant accused of raping a 13-year-old girl in a park and dragging him out from under a car after a citizen’s arrest by a group of New Yorkers.
