The United Nations Human Rights Office has reported that gang violence in Haiti has escalated to a catastrophic level, with over 1,500 people killed in gang-related incidents so far this year. The situation has brought the rule of law in the country to the brink of collapse, as gangs have engaged in deadly conflict, including attacks on police stations and the international airport. Prime Minister Ariel Henry announced his resignation, further complicating the political landscape in Haiti.

The UN report highlighted the brutal tactics employed by gangs, including targeted killings of individuals in their homes, street shootings, and acts of lynching by self-defence brigades. Corrupt governance and impunity have allowed armed brigades to fill the security void left by police and commit atrocities with little consequence. The report also detailed widespread sexual violence against women, with many being forced into exploitative relationships with gang members or being subjected to rape as a form of retaliation.

The surge in violence in Haiti began when gangs united their forces and demanded the resignation of Prime Minister Henry. Despite Henry’s promise to step down after a transitional council is established, political disagreements among party leaders have hindered the council’s formation. An international arms embargo aimed at limiting the flow of weapons and ammunition into Haiti has proven ineffective, as weapons continue to enter the country through its porous borders.

The UN report called for tighter national and international controls to curb the trafficking of arms into Haiti and urged for the urgent deployment of a Multinational Security Support Mission to assist in restoring order and security in the country. Kenya, which had agreed to lead the UN-approved mission, has postponed its plans until the transitional council is in place. The report emphasized the need for decisive action to address the escalating violence and prevent further deterioration of the situation in Haiti.
