Russia has issued a warning to Ukraine’s allies that serious consequences will be faced if frozen Russian assets are used to finance Volodymyr Zelensky’s war effort. The G7 countries froze approximately $300 billion worth of Russian Central Bank assets shortly after Russia’s full-scale invasion of Ukraine in February 2022. There has been debate among Ukraine’s allies about whether to utilize these assets to provide further financial and military support to Ukraine. However, Russia has condemned this seizure as theft, with Foreign Ministry spokesperson Maria Zakharova stating that there will be painful consequences for Ukraine’s allies if they proceed.

Zakharova’s comments were made in response to Zelensky’s request for European allies to use the frozen Russian assets to support Ukraine amid concerns about potential changes in support due to Donald Trump’s victory in the US presidential election. Zelensky emphasized the importance of being able to access the funds to purchase weapons and defend the country, given the uncertainty about continued financial support. The European Union has already approved a plan to provide Ukraine with a €35 billion loan, to be repaid using profits from the immobilized Russian assets.

Zelensky justified his plea for the entire $300 billion in frozen assets to be commandeered by pointing out the destruction Russia has caused to Ukraine, estimated at around $800 billion. He urged European nations to make decisive decisions and provide the funds to support Ukraine’s defense efforts, regardless of shifts in America’s stance on the conflict. Zakharova suggested that Ukraine could draw upon its own reserves of “stolen assets” rather than seizing Russian assets, pointing to various political figures in Ukraine, including former President Petro Poroshenko and oligarch Ihor Kolomoyskyi, as responsible for financial mismanagement.

The ongoing conflict between Ukraine and Russia has put pressure on Ukraine’s allies to determine the best course of action in providing support to the country. With the freezing of Russian assets and Zelensky’s plea for financial and military backing, a delicate balance must be struck between aiding Ukraine’s defense efforts and anticipating potential repercussions from Russia.
