CIA Director Bill Burns presented a new proposal to bridge the ongoing negotiations for a ceasefire in the conflict between Israel and Hamas in Gaza and the release of Israeli hostages. The latest US proposal, made in Cairo, seeks a higher number of Palestinian prisoners to be released in exchange for the expected 40 Israeli hostages. Qatari, Egyptian, and Israeli officials were part of the negotiations over the weekend, with Hamas meeting with Egypt’s Intelligence Service. The US also wants Palestinian residents of northern Gaza to be allowed to return home without restrictions.

Israel has rejected Hamas demands for unrestricted movement of Gazans to the north and the redeployment of IDF troops away from central Gaza. The Israeli negotiators insist on inspections of Palestinians moving north, amidst difficulties in communicating with Hamas leaders believed to be hiding in underground tunnels in Gaza. While all parties agreed to study the US proposal, the response from Hamas leadership may take several days due to communication challenges.

A senior Hamas official noted that the latest Israeli proposals did not address the key demand of unrestricted movement of Palestinians from south to north. Hamas seeks a ceasefire, complete withdrawal of Israeli troops, and the return of displaced people to their homes. Israeli negotiators have shown openness to negotiations on returning Palestinians to northern Gaza but emphasize the need for security oversight along the Netzarim corridor and limits on the number of people moving north per day.

Mediators have been attempting to secure an agreement between Hamas and Israel for a ceasefire and hostage release for months, but disagreements have marred the process. Israeli Prime Minister Benjamin Netanyahu expressed determination to send troops into Rafah, setting a date for the operation, despite US opposition to such a move. Qatar’s foreign ministry spokesperson expressed optimism about the state of the talks, indicating progress through proposals from various parties including the US.
