New York lawmakers are facing a potential delay in adopting the state’s new budget as negotiations over housing, education funding, and other key issues remain ongoing. Despite the April 1 deadline, legislators are expected to give themselves an extension to allow government operations to continue while talks progress. Senate Leader Andrea Stewart-Cousins noted that they are currently in the middle of negotiations and hope to reach a consensus soon.

The budget negotiations are being conducted in private between the Democrat leaders of the Senate and Assembly and Governor Kathy Hochul, with discussions expected to go beyond the deadline. Last year’s budget was delayed by more than a month due to disagreements among Democrats, particularly regarding bail laws and housing construction plans. This year, key sticking points include housing construction plans, tenant protections, and a tax break for developers. Lawmakers are working towards a comprehensive plan that addresses affordability and supply while protecting tenants, with the ultimate goal of improving the housing situation in a state known for high rents and home costs.

One area of contention is Governor Hochul’s proposal to raise criminal penalties for assaulting retail workers as part of her efforts to address crime concerns in the state. Legislative leaders have rejected this plan, arguing that existing laws against assault are sufficient and that enhancing penalties may not effectively deter crimes. Another potential area of disagreement is Hochul’s plan to change how education funding is allocated to schools, with concerns that it could result in some districts receiving less money. Legislative leaders have proposed conducting a study to improve the state’s school funding formula in the future.

Despite the potential for disagreements, Assembly Speaker Carl Heastie expressed confidence that an extension is possible and that all parties are mostly on the same page. He acknowledged that differences may exist in certain budget areas but emphasized the goal of reaching a consensus for the benefit of New York residents. Lawmakers aim to address various important issues, including housing affordability, education funding, and crime prevention, through the budget negotiations. While challenges may arise, the focus remains on finding solutions that best serve the needs of the state and its residents.
