Lt. Gen. Vadim Shamarin, deputy chief of the Russian military general staff, was recently arrested on bribery charges, following the arrest of Maj. Gen. Ivan Popov, a former commander in Russia’s offensive in Ukraine, and Deputy Defense Minister Timur Ivanov earlier this year. Shamarin’s arrest is part of a series of high-profile bribery cases involving military officials in Russia. These arrests have raised concerns about corruption within the Russian military leadership.

Shamarin’s arrest came after Maj. Gen. Ivan Popov’s arrest earlier in the week, who was also facing bribery charges related to his involvement in Russia’s offensive in Ukraine. In April, Deputy Defense Minister Timur Ivanov, a close associate of Sergei Shoigu, was arrested for bribery. These arrests indicate a pattern of corruption within the Russian military hierarchy, prompting questions about the integrity of top military officials in the country.

Following Shamarin’s arrest, Lt. Gen. Yury Kuznetsov, head of the defense ministry’s personnel directorate, was also arrested on bribery charges. Shamarin, who is also the head of the defense ministry’s main communications directorate, is being held in custody for two months. Kremlin spokesperson Dmitry Peskov emphasized that the anti-corruption efforts were not a campaign against the military but part of the ongoing efforts to combat corruption in the country.

Shoigu, who was replaced as defense minister and widely criticized for Russia’s failure to capture Kyiv during the conflict in Ukraine, faced accusations of incompetence and corruption by mercenary leader Yevgeny Prigozhin. Prigozhin led a mutiny in June 2023 to demand Shoigu’s dismissal, as well as military chief of staff Gen. Valery Gerasimov. Popov’s dismissal followed Prigozhin’s uprising, and he attributed his firing to raising concerns about insufficient equipment leading to excessive Russian casualties.

Popov’s forces were engaged in combat in the Zaporizhzhia region, a highly contested area in the Ukraine conflict, when his dismissal occurred. The 58th Army, under Popov’s command, faced challenges and casualties, leading to his removal from his post. Popov described his dismissal as a betrayal of Russian forces in Ukraine, highlighting the internal conflicts and challenges within the Russian military leadership. The ongoing arrests of high-ranking military officials in Russia have raised questions about the extent of corruption in the country’s military and the impact on its operations.
