A group of Democratic lawmakers is advocating for the restoration of funding to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). They argue that the agency provides crucial humanitarian aid to Palestinian refugees experiencing dire conditions in Gaza. The lawmakers emphasized the importance of passing H.R. 9649, the UNRWA Funding Emergency Restoration Act, to help alleviate suffering in Gaza, where many are facing food shortages, lack of access to essential hygiene products, and inadequate medical care. The bill is supported by 65 co-sponsors and over 100 human rights organizations.

The call for funding restoration comes in response to allegations that some UNRWA employees were involved in attacks on Israel in October. While nearly 20 employees were investigated, only nine were dismissed due to lack of evidence. These accusations led top donor countries, including the United States, to suspend funding for UNRWA, resulting in a cash shortfall of $450 million. The U.S. is currently the only donor country that has not resumed funding, despite other nations changing their stance. Lawmakers argue that cutting funding to UNRWA has negative consequences for the Palestinian people who rely on its assistance for basic needs.

Critics of the push to restore funding, such as Anne Bayefsky, Director of the Touro Institute on Human Rights and the Holocaust, argue that the UNRWA has alleged connections to terrorism and should not receive further support. Bayefsky highlights claims that UNRWA employees have ties to terrorist organizations and that the agency’s facilities have been used by Hamas for nefarious activities. She believes that continuing to fund UNRWA sends the wrong message to U.S. allies and undermines efforts to combat terrorism in the region. Bayefsky asserts that UNRWA propagates anti-Semitic sentiments and contributes to instability between Palestinians and Israelis.

UN officials have emphasized the importance of supporting UNRWA as a crucial source of humanitarian aid for Palestinian refugees. While the U.N. does not comment on specific legislation in countries, the organization acknowledges the critical role that UNRWA plays in providing essential support to those in need. Lawmakers who support funding restoration for UNRWA argue that withholding funds has severe consequences for a vulnerable population already struggling to meet basic needs. They stress the necessity of humanitarian aid in alleviating suffering and promoting stability in the region.
