The director of general assistance in Westbrook, Harison Deah, stated that migrants make up the majority of “new Mainers” requiring housing assistance, with his office having to instruct them on basic tasks like using a thermostat. The average client is on general assistance for one to two and a half years, and the costs of assistance would be shared by statewide taxpayers and those in Westbrook, with the latter responsible for around 30 percent of the costs. There are concerns from residents, like Martin Malia, who believe that the homeless shelter proposal may not benefit property taxpayers and residents, especially considering past tax increases and worries about migrants potentially taking advantage of the system.
