Amid ongoing efforts by the Biden administration to secure a cease-fire agreement between Israel and Hamas through shuttle diplomacy, Secretary of State Antony Blinken is scheduled to travel to Egypt to continue negotiations for broader regional security. This comes as the U.S., alongside Egypt and Qatar, has been leading indirect talks in an attempt to end the deadly conflict in Gaza, which has been ongoing since the October 7 massacre by Hamas that resulted in the death of 1,139 people and the abduction of 251 Israelis. Despite Blinken’s 10th visit to the Middle East since the 2023 attacks, hopes for a resolution seem slim.

State Department spokesperson Matt Miller stated that there is currently no timeline for reaching a deal, as U.S. envoy Amos Hochstein met with Israeli leaders to discuss potential proposals for both parties to agree on. However, a cease-fire deal that seemed close to being finalized last month has now hit an impasse due to disagreements over access to the Philadelphi Corridor, which is a non-negotiable issue for both Hamas and Israel. Blinken’s latest trip is not anticipated to lead to major breakthroughs and takes place following Israel’s updated war aims against not only Hamas, but also Hezbollah, which now includes ensuring the return of Israeli citizens to their northern homes.

Over 65,000 Israelis were evacuated from their homes along the northern border with Lebanon following the Oct. 7 attacks, with concerns that Hezbollah could potentially carry out a similar assault to that of Hamas. Despite the destruction caused by Hamas, security experts have long warned that Hezbollah, with its superior financial and military strength, poses a greater threat to Israeli security. In response, Israel is actively working towards returning citizens to their northern homes, with Prime Minister Netanyahu’s office stating that Israel will take necessary action to achieve this new goal. Changes in force posture along the northern border are being considered, but specifics have not been disclosed.

The ongoing conflict and heightened security threats have prompted the U.S. to lead efforts towards a cease-fire agreement between Israel and Hamas, with Blinken’s visit to Egypt being part of these negotiations.
