Hamas, a Palestinian terrorist group, has stated that it will not participate in new negotiations for a cease-fire in Gaza unless mediators present a plan based on previous talks. The group is still holding dozens of hostages, including Americans, and has accused Israel of not being serious about pursuing a cease-fire agreement, citing the assassination of its leader last month. Hamas has urged mediators, including the United States, Egypt, and Qatar, to submit a plan to implement what was agreed upon last month, rather than engaging in more rounds of negotiations.

President Biden has expressed optimism that a deal can still be reached that includes the release of 115 hostages. He stated that the plan he put together, which has been endorsed by the G7 and the U.N Security Council, is still viable. However, he acknowledged the risk of the situation escalating into a regional war. An Israeli official involved in the negotiations has dismissed Hamas’ announcement as a tactical move and threatened to continue targeting Hamas forces in Gaza if the group does not come to the table for negotiations.

The Israeli military has ordered more evacuations in southern Gaza following a deadly airstrike on a school-turned-shelter in the north, which killed at least 80 Palestinians, according to Hamas-affiliated health authorities. The latest evacuation orders apply to areas in Khan Younis, Gaza’s second-largest city, including part of an Israeli-declared humanitarian zone from which rockets were fired. Israel has accused Hamas and other militants of hiding among civilians and launching attacks from residential areas.

The conflict in Gaza began when Hamas-led militants entered southern Israel in October 2023, resulting in the deaths of around 1,200 Israelis and the abduction of around 250 people. Israeli authorities believe around a third of the remaining hostages are likely dead. Gaza’s Health Ministry, run by Hamas, reports a Palestinian death toll of nearly 40,000, without distinguishing between civilians and combatants. The conflict has raised concerns about the potential for a regional war as Israel faces threats from Iran and its militant allies in the region.

The situation in Gaza remains precarious, with Hamas refusing to engage in new negotiations unless previous agreements are implemented. President Biden is working to facilitate a deal that would include the release of hostages, but the risk of escalation into a regional war looms large.
