The Biden administration has sanctioned the RSF leader Mohamed Hamdan Dagalo as well as businesses owned by the group in the UAE.
ADVERTISEMENTThe US has accused the Sudanese paramilitary Rapid Support Forces (RSF) of committing genocide in the country’s civil war and imposed sanctions on its leader. In a determination published on Tuesday almost two years after the start of Sudan’s brutal conflict, US Secretary of State Antony Blinken said the RSF was guilty of systematically murdering and raping people from certain ethnic groups. The paramilitary group, which has been fighting against the Sudanese Armed Forces (SAF) since April 2023, largely consists of ethnic Arab fighters. It has targeted non-Arab groups including the Massalit, with mass atrocities reported in the western region of Darfur.“The RSF and allied militias have systematically murdered men and boys — even infants — on an ethnic basis, and deliberately targeted women and girls from certain ethnic groups for rape and other forms of brutal sexual violence,” Blinken said. The US Secretary of State added that the group had murdered innocent people escaping conflict and had blocked lifesaving aid from entering territory it holds. As a result of the genocide determination, Blinken announced sanctions against the group’s leader, Mohamed Hamdan Dagalo, known as Hemedti, and seven RSF-owned companies in the UAE. An individual accused of procuring weapons for the RSF was also sanctioned. While credible reports cited by UN point to the UAE as the RSF’s main international backer, Abu Dhabi has repeatedly denied any involvement.Sudan’s civil war broke out on 15 April 2023, after Hemedti fell out with General Abdel Fattah al-Burhan, the leader of the SAF. The pair had seized power in a joint coup in October 2021, several years after the dictator Omar al-Bashir was toppled. The fighting has brought devastation to Sudan, which is now enduring the world’s largest humanitarian crisis. Almost 650,000 people are experiencing famine in Sudan, more than 30 million need humanitarian assistance, and tens of thousands have been killed in the violence, according to the US. Several political analysts and aid workers told Euronews last month that things would soon get even worse for civilians, with more displacement, more hunger and more disease outbreaks likely in 2025.In his statement, Blinken said the sanctions against the RSF “do not signify support or favour for the SAF”, adding that both sides were responsible for the violence and suffering seen in Sudan. The SAF has been accused by human rights groups of killing innocent civilians in airstrikes in RSF-held territory. John Prendergast, the co-founder of The Sentry, a US-based watchdog group, said the Biden administration’s actions against the RSF were important. “The RSF is responsible for some of the most heinous atrocities being committed anywhere in the world today,” he said. ADVERTISEMENTTuesday’s determination comes 21 years after the US declared that the Janjaweed militias were perpetrating genocide in Darfur. The RSF later grew out of these groups.
