Malaysian Prime Minister Anwar Ibrahim emphasized the importance of the ASEAN-Russia partnership at the Eastern Economic Forum in Vladivostok. Mr Anwar’s meeting with Russian president Vladimir Putin showcased Russia’s interest in strengthening its relations with Southeast Asia, as Malaysia prepares to assume the chairmanship of ASEAN in 2025.

During his working visit, Prime Minister Anwar extended an invitation to President Putin to attend the ASEAN Summit next year. He also accepted an invitation for Malaysia to participate in the upcoming BRICS summit in Russia, signaling a growing closeness between the two countries. The move to forge ties between ASEAN and Moscow could potentially create uneasiness among certain members of the regional bloc and its dialogue partners, including the United States and other western nations.

The meeting between Mr Anwar and Mr Putin marked the second encounter between the two leaders in two months, as Malaysia seeks to enhance its engagement with major global players. Geopolitical expert Tunku Mohar Mokhtar noted that Russia’s foreign policy aims to shift its focus towards greater cooperation with developing countries, positioning itself as a leader in the Global South. By strengthening relations with Southeast Asian nations, Russia seeks to balance the influence of the US and Western powers in the region, potentially leading to closer ties with countries like Malaysia and Indonesia.

Russia’s outreach to Southeast Asia could generate mixed reactions within ASEAN, with countries like Singapore and the Philippines possibly feeling uneasy about Russia’s increased involvement in the region. Singapore, in particular, has been critical of Russia’s actions in the Ukraine War and has implemented sanctions against Moscow. However, with Russia’s efforts to engage countries in Asia, Latin America, and Africa, there is a growing interest in developing closer partnerships with Southeast Asian nations, potentially impacting the geopolitical landscape in the region and beyond.

The meeting between Mr Anwar and Mr Putin underscores Malaysia’s diplomatic efforts to strengthen ties with Russia and enhance its presence on the global stage. By actively engaging with major international forums like the Eastern Economic Forum and the upcoming BRICS summit, Malaysia seeks to expand its network of alliances and explore new opportunities for cooperation with key partners.
