The Russian foreign ministry spokesperson Maria Zakharova accused Ukrainian forces of preparing to attack a Russian nuclear facility in the Kursk region. Ukrainian troops had pressed into the Russian Kursk area over the past two weeks, involving an estimated 10,000 troops equipped with armor and artillery. The objective, according to Ukrainian officials, was to prevent Moscow from launching missile strikes into Ukraine from Kursk. Zakharova called on international organizations such as the United Nations and the International Atomic Energy Agency (IAEA) to condemn the actions of the Ukrainian regime and prevent any potential violation of nuclear security at the Kursk NPP. She emphasized the danger posed by the perceived “neo-Nazi Kiev regime” for the entire European continent, as labeled by Russian President Vladimir Putin. The accusations were made without any concrete evidence, and Russia has used the claim to justify its invasion of Ukraine earlier in 2022.

The United States and the European Union have supported Ukraine with diplomatic and military aid in its ongoing conflict with Russia. The IAEA expressed concern over the deteriorating nuclear safety situation at Ukraine’s Zaporizhzhia Nuclear Power Plant, Europe’s largest, following a drone strike near the facility. The plant has been under Russian control since early March 2022 and was one of the first sites seized by Russian forces at the start of the invasion. A fire at the plant led to tensions between Russia and Ukraine, with both sides accusing each other of starting the blaze.

IAEA Director General Rafael Mariano Grossi emphasized the importance of maximum restraint from all sides and strict observance of safety principles at nuclear power plants. While these facilities are designed to withstand technical failures and extreme events, they are not built to withstand direct military attacks. Grossi highlighted the vulnerability of such facilities in conflict zones and the ongoing need for monitoring the fragile situation. The incident at the Zaporizhzhia plant underscores the risks associated with conflicts involving critical infrastructure like nuclear power plants.
