The US Treasury’s Office of Foreign Assets Control (OFAC) recently sanctioned a developer at OKO Design Bureau, a Russia-based drone maker, adding three crypto addresses associated with the firm to the Specially Designated Nationals list. The sanctions were imposed to limit Russia’s access to the global financial system and disrupt its influence in the war against Ukraine, as Russia reportedly uses cryptocurrency to evade sanctions. Despite efforts by OKO Design Bureau to solicit crypto donations through a Telegram channel, the amount collected was less than $1,000, indicating limited success in fundraising through cryptocurrency.
Chainalysis, a blockchain investigator, found that OKO Design Bureau operated a Telegram channel to solicit crypto donations, with detailed descriptions and videos of its operations. The firm’s connection with the Russian Ministry of Defense and deployment of unmanned aerial vehicles against Ukraine were also highlighted. Additionally, various Russian militia groups have been using crypto addresses and donations to fund and drive their war efforts. Secretary of the Treasury Janet L. Yellen emphasized that OFAC sanctions on crypto addresses would disrupt Russia’s war strategies and target its military-industrial base and evasion networks that support it.
The use of cryptocurrency to evade sanctions has been a growing trend in recent years, as seen in the OFAC sanctions imposed in collaboration with the UK’s Office of Foreign Sanctions Implementation on individuals and entities fundraising for Hamas. One of the entities, Gaza Now, received approximately $4.5 million in crypto donations and was found to have posted pro-Hamas content, solicited donations for the organization, and accepted funds in cryptocurrency. Additionally, between February 2021 and February 2023, Russian militia groups received nearly $5.4 million in cryptocurrency donations, highlighting the use of crypto in funding illegal activities.
The OFAC sanctions list has been active since 2018, investigating and prohibiting crypto and non-crypto-related crimes, developers, and companies involved in suspicious programs. In response to the use of cryptocurrency in funding illegal activities, the US financial watchdog seeks to disrupt and degrade Russia’s war efforts by targeting entities like OKO Design Bureau and its financial networks.
