City staff, the London Transit Commission (LTC), and the Thames Valley District School Board (TVDSB) are collaborating on a pilot project to provide free bus passes to Grade 9 students. The initiative, proposed by Deputy Mayor Shawn Lewis and Ward 3 Coun. Peter Cuddy, would initially offer passes to students at Clarke Road Secondary School beginning in September, with plans to expand the program to Grade 10 students the following year. The goal is to enhance student participation in extracurricular activities, improve access to employment opportunities, and support student success by ensuring transportation to school.

During a presentation by TVDSB trustee Lori-Ann Pizzolato and superintendent Cathy Lynd, the benefits of the program were highlighted. Pizzolato emphasized how the initiative could facilitate engagement in extracurricular activities and improve access to school, both of which are crucial for student achievement. Clarke Road was chosen for the pilot due to existing transit routes servicing the Argyle area and identified capacity in certain LTC routes during peak travel times. The Strategic Priorities and Policy Committee (SPPC) voted 13-2 in favor of moving forward with the project.

Deputy Mayor Lewis emphasized that the initiative goes beyond simply providing transportation to and from school. He noted the positive impacts on climate initiatives, mode share, student achievement, attendance, and overall quality of life for students. While the majority of councillors supported the project, concerns were raised about the specifics, such as costs, inclusion of other schools, and the necessity of a pilot program. Councillor Susan Stevenson questioned the need for a pilot, stating that the anticipated outcomes of the project are likely to be well-received without extensive analysis.

Despite some reservations, the committee rejected a motion to defer the issue for further discussion, opting to proceed with developing the program. The details of the agreement still require refinement and approval from the council at a later date. The partnership between city hall, TVDSB, and LTC aims to address the transportation needs of students and promote their overall well-being. The project represents a collaborative effort to enhance student access to educational opportunities and support their involvement in various aspects of school and community life. The implementation of the pilot program reflects a commitment to improving the overall student experience and fostering a sense of inclusivity within the educational system.
