France is scaling back its presence in Africa due to resentment in many former colonies, but Rwanda is an exception. Rwanda has embraced French culture, language, and food, despite frosty relations over the 1994 genocide. French companies are investing in Rwanda, resulting in a partnership between Paul Kagame and Emmanuel Macron. The warming relations have led to various collaborations and exchanges, including the reintroduction of French in schools and the opening of a new cultural center in Rwanda.

The two countries had strained relations for decades, with Rwanda accusing France of enabling the genocide perpetrators. However, events began to shift when Macron came to power and acknowledged France’s responsibility for the genocide. This led to improved relations, with the appointment of a new ambassador, increased investments, and cultural exchanges. French conglomerates have invested millions in Rwanda across various sectors, and French language and culture are re-emerging in the country.

Despite the improved ties, disagreements remain between France and Rwanda, particularly regarding allegations of Rwandan support for rebels in neighboring countries. Rwanda expects France to claim more responsibility for the genocide, which surfaced during the 30th anniversary commemorations. However, the countries have strengthened their defense cooperation, with France supporting Rwanda’s military involvement in peacekeeping missions. Rwanda has used its military to leverage its influence internationally.

France sees Rwanda as a strategic partner in its African agenda, particularly in security and economic development. France has increased its development funding to Rwanda and is supporting vocational training for Rwandan students. The two countries have signed a development partnership aimed at job creation and health facilities renovation. French companies are investing in Rwanda’s industrial sector, creating opportunities for Rwandans. The evolving relations present new opportunities for Rwandans, such as comedian Hervé Kimenyi, who is setting up a comedy club to cater to French-speaking audiences.

Strengthening relations with Rwanda will involve addressing challenges such as climate change and addressing past atrocities. Both countries are working towards actions that will make the improvements irreversible, regardless of leadership changes. France is committed to taking active measures to reckon with the past, including prosecuting genocide suspects living in the country. The partnership between France and Rwanda provides mutual benefits in various areas, including security, economic development, and cultural exchanges. The evolving relations reflect a shift towards cooperation and reconciliation between the two nations.
