Vladimir Putin has begun wearing a bulletproof vest at all public events, according to two Russian officials and a source close to the Kremlin. This heightened security measure is in response to perceived threats against the Russian president, with reports indicating that Putin also has his meals checked for poison and takes personal chefs and groceries with him on trips. Additionally, he has been seen sitting at a long table with a large distance between himself and visitors, as well as having a barrier erected in front of him on stage during speeches. These security measures were implemented last year on the recommendation of the Federal Security Service (FSB) and the Presidential Security Service (SBP).

It has been speculated that the long table and barriers may indicate Putin’s concerns about COVID-19, but the intelligence services’ advice for Putin to always wear a bulletproof vest during public events is unprecedented. The Russian president began wearing the body armor in 2023, according to one official who has seen him in person during numerous outings. For example, Putin was observed wearing the protective clothing under his coat at a parade in Moscow last month to mark Victory Day, which commemorates Nazi Germany’s defeat in World War II. Analysts have noted that Putin’s upper body frame looked unnatural and his shoulders appeared wide and square, suggesting he was wearing a “bulletproof vest” concealed under his coat.

A hostile environment and high-risk security consultant analyzed footage of Putin at the Victory Day parade and confirmed that he appeared to be wearing some form of ballistic protection. In addition to the bulletproof vest, Putin’s team also takes other precautions to ensure his safety, such as checking his meals for poison and bringing personal chefs and groceries on trips. A source close to the Kremlin revealed that Putin has been making fewer public appearances than expected, and when he does meet with others, they are required to stand at a distance of more than 10 meters behind a specially drawn red line. While some security measures may be attributed to concerns about COVID-19, others are described as “wild” from the perspective of public policy.

The decision for Putin to always wear a bulletproof vest during public events underscores the level of threat perceived against him.
